Railway passenger dedicated line mainly contains passenger trains, passengers are its service objects. So the service quality on passenger dedicated line should be far above other railway lines. Service quality is made up of several attribute which include punctuality, traveling time, convenience and so on. It is obviously that adopts the principle of maximum using railway capacity and with less considering of transport quality such as train punctuality and traveling time to operate trains is no longer suitable. Studies show that when the train operation qualities provided by high speed railway can not attractive passengers any more, it is out of demand from the passenger satisfaction aspect, even if the capacity utilization is not up to the design standard. As a result, the transport resources are being wasted. So how to make use of railway capacity based on guarantee a better service is a problem deserving of study. In it, reform of capacity calculation method to match the guiding principle change is one of the main issues.Different operation service levels result in different type of operation trains and train working groups, which lead to different railway capacity. This paper attends to use on-time reliability to measure the service level of railway operation. After set up the train operation principles which satisfy a good level of on-time reliability, the corresponding train working groups have been designed. And the methods to calculate average minimal interval time and buffer time of each train working group have been studied, including the related solving algorithm. Based on the above analysis and study, this paper uses the minimal interval time method to calculate the carrying capacityvaries according to different proportional distributions of train working groups and train delay parameter values. The computation program has been written using C++language which can directly output the average buffer time value, the average minimal interval time value and the carrying capacityvalue when the relative parameter values are input.Examples study of JinQin and Jingjin passenger dedicated lines are presented at last in order to prove the fesability of this carrying capacitycalculation method based on train on time reliablity. The purpose of this paper is to estimate the calculation section's capacity value of the passenger dedicated line based on a better operation quality before the detailed train operation plan and train working diagram have been made, so as to be used as a reference during these two projects'decision-making process.
