Petroleum pollution has accompanied with the exploitation of offshore oil and the development of offshore oil transport industry, which seriously pollutes the ocean environment. In recent years, with the increase of the tonnage of ships and their movements into and out of harbors, the risk of unexpected oil spills is also growing. At present, Maritime Department has raised concerns about how to accurately predict oil spill trajectory and oil diffusion range and make out solving measures.Multiple factors of the dynamic process of marine oil spill, properties of oil and the temperature of seawater, etc. may impact the accuracy of the prediction. From the 1980's, because of complex calculations of the prediction and in order to meeting the needs of emergency measures of marine oil spill, many countries successively engaged in research and development of simulation software system of marine oil spill based on the rapid development of the computer technology.This thesis takes the zhoushan scoping as an object of study, electronic chart EC-IVMS SDK for development platform, establishes ECDIS basic platform, makes related functional expansion: adding the function of simulation of marine oil spill, which is based on the displaying of wind wave flow information. The simulation must be based on the prediction of environment dynamical field. ECDIS basic platform has already possessed function of numerical prediction of wind field and current field, firstly, which prediction models of tidal current field and wind field in zhoushan scoping are established. This thesis establishes 3D hydrodynamic model fitting to the actual circumstance of multi-boundary islands in zhoushan scoping by means of numerical prediction. It is mainly constituted in four procedures: the formation of Curve orthogonal grid, the determination of boundary conditions, the initial field and operation of the mode. Analyzing and predicting of sea surface wind field by high resolution sea surface wind field are based on a mesoscale atmospheric module (MM5V3). It is indicated that Dynamic prediction model of marine environment has effective predicting function after debugging test. This thesis takes phased simulations by using of oil particle model in order to accurately simulate the molecular dynamic of marine oil spill. Expansion with an expansion model plays a major role in early stage. After a time, the oil film will be discretized into oil particles; each of them contains a certain oil quantity. Based on the previous works, Microsoft Visual C++6.0, a strong functional software development tool, is used to designed functional model. Calculating of velocity and displacement of oil particle by using programming and demonstrating position of oil particle in the electronic chart by using drawing functions can achieve the visualization of the molecular dynamic of spilled oil in the sea, which can realize the function of emergency prediction of marine oil spill.Comparing with the actual marine oil spill events, the calculation method used in this thesis is relatively precise and reliable. The display platform of electronic chart of marine oil spill can be completely used in the simulation prediction of marine oil spill information in zhoushan scoping, with broad prospects.
