The safety accidents often happened in the building of tunnel because of the complexity construction with the speediness development of traffic in China. The existing highway management system and rule mainly focused on the financial assessment of project operation period and evaluation of the national economy in study stage of engineering feasibility, emphasized on special design of some project in design stage, particularly on the remedies and mitigation after risks, have not a completely dynamic security management system. Based on the project of Chongqing Jiahua tunnel engineering, the article analyzed the assessment of tunnel safety conduction and the consummation of tunnel safety conduction management system to build a reasonable safety assessment system of tunnel conduction and through the feedback of the assessment result to improve the safety management system.The main contents are as follows:1. It is necessity and urgency to building the tunnel construction safety evaluation system on current situation.2. Analyzed the deficiencies existed in traditional management of production safety, pointed three problems need to solve in building dynamic safety production management system, used MES risk assessment methods to calculate and graded the risks of endanger factor in tunnel conduction, identified excavation, transport and the primary support had a high risk rating;3. According to the relevant national security laws, regulations, standards ,based on the"Construction Enterprises Production Safety Evaluation Criteria"and"Construction Safety Inspection Standards", absorbed and used the research results, combined used the quantified results of MES methods analyzed endanger factor in tunnel conduction, founded the tunnel construction evaluation criterion system ,Identified by arrangement analysis and adjusted the assessment factor properly ,assessed the security of Chongqing Jiahua tunnel by fuzzy comprehensive evaluation methods.4. Combined with PDCA management principle, improved the safety management system by the result derived from assessment, formed the dynamics closed management circle by the feedback of assessment results, thereby, continuously improve tunnel construction safety management system.
