Recently, many cities have developed a new traffic regulation -the "second-stop zone" for turning left /going straight in some major intersections to relieve urban traffic pressure. In this study, taking Hangzhou for example, we discussed the advantages and disadvantages of this special traffic regulation based on the related literatures and field investigation. Specifically, we estimated the extra theoretical increment of fuel consumption of motor vehicles due to the additional stop in the main intersections in Hangzhou. We also analyzed the harm to human health caused by incremental vehicle exhaust. Our results indicated that compared to the normal intersections, the motor vehicle fuel consumption and exhaust increased suggesting current driving regulations of going through the "second-stop zone" for turning left and/or going straight need further discussion.
