At present,we are facing severe public health challenges.At the beginning of2020,an epidemic caused by a new type of coronavirus(COVID-19)began to break out in some parts of our country,and then swept across the country.So far,the total number of confirmed cases reported across the country has exceeded 100,000.Brings huge challenges.In addition,chronic diseases such as heart disease,stroke,cancer,chronic respiratory diseases and diabetes are the most important causes of death in the world so far,accounting for 63% of all deaths.my country is also facing chronic non-communicable diseases.Data shows Chronic diseases have become the main cause of death and disease burden for Chinese residents.The burden caused by chronic diseases such as cardiovascular and cerebrovascular diseases,cancer and diabetes accounted for more than 70% of the total disease burden.At the same time,General Secretary Xi established the implementation of a healthy China national development strategy in the report of the 19th National Congress of the Communist Party of China,and pointed out that "people’s health must be placed in the strategic position of priority for development." Whether it is to respond to challenges such as the new crown epidemic and other public health emergencies,chronic diseases,or to achieve the strategic goal of building a healthy China,the establishment of strong and high-quality medical and health facilities is a crucial measure.However,this time During the epidemic,my country’s current medical and health facilities have exposed many shortcomings and deficiencies.After the epidemic,everyone has realized that,and at the same time,many scientific studies have also shown that the allocation and layout of medical and health facilities,such as the unbalanced and unfair distribution of medical and health resources between urban and rural areas and between regions,ignores the needs of vulnerable groups and responds to emergencies.There are many problems such as insufficient resilience when public incidents occur.At present,starting from the goal of building a healthy city,there is still a lack of systematic and in-depth evaluation research on the configuration and layout of medical and health facilities.For this reason,the author tries to start from a healthy city orientation.,Build a set of evaluation system framework for the configuration and layout of medical and health facilities,conduct empirical evaluation in combination with cases,and put forward corresponding optimization suggestions for the configuration and layout of medical and health facilities based on the evaluation results.Starting from the healthy city orientation,studying the evaluation framework and optimization strategies of the configuration and layout of medical and health facilities is of great significance to the establishment of strong medical and health facilities,and can make up for the research on the configuration and layout of medical and health facilities in a healthy city.Missing.After in-depth research and discussion,this article has achieved three main results.First: Based on the goal of building a healthy city,the author has constructed an evaluation system for the configuration and layout of medical and health facilities that integrates the three dimensions of "quality","fairness" and "resilience",taking into account the health of daily residents and emergency public health.Demands lay a solid theoretical foundation for subsequent empirical evaluation and optimization strategies.Second: The author used the constructed evaluation framework to conduct an empirical study on the configuration and layout of medical and health facilities in Xiangxi Tujia and Miao Autonomous Prefecture,and found that the medical and health facilities in Xiangxi Prefecture can meet people ’ s basic medical and health service needs,but the quality is not high.Resources are not evenly distributed in space,level,and type,and medical and health facilities are weak in resisting future uncontrollable risks,and the medical and health service system is not highly resilient.Third: From the perspective of building a healthy city,the author proposes to establish a three-level medical and health facility configuration and layout that is more quality,fairer,and more resilient,based on the evaluation results of the configuration and layout of medical and health facilities in Xiangxi Prefecture.Optimization suggestions.In summary,the research shows that the construction of a healthy city-oriented evaluation framework for the configuration and layout of medical and health facilities helps us to examine the development of medical and health facilities from the perspective of healthy city construction.This method is reliable and feasible.In short,the epidemic has gradually drifted away,and reflection in the subsequent era of the epidemic has become more and more important.
