Recently,the Federal Aviation Administration(FAA) and the major airlines had adopted a new theoty for air traffic flow management(ATFM),called Collaborative Decision Making(CDM) .The theory was based on the recognition that improved data exchange and communication between the ATFM facilities and the airlines would lead to better decision making.This paper analyzed CDM systemically and deeply.The development situation of the theory of ATFM was first introduced.Then the theory of the quondam Ground Delay Program(GDP) was introduced.After that,the implementation process, surportin facilities and key algorithms of the GDP based on CDM were analyzed deeply,and the principle of the slot allocation was discussed.OPTIFLOW optimization models were introduced to formalize the allocation and exchange of slots and sovled the allocation problem effectively.Meanwhile we obtained an optimal solution for the OPTIFLOW model by a simple algorithm-Greedy algorithm.The solution had considered the priorities of all airlines that had cancelled flights, thus the benefits of these airlines would be furthest assured. Secondly,the OPTIFLOW model allowed airlines to frame goal slots by their own ways and offered them with more rights.Sequentially, the model would improve the equity of Compression algorithm.Finally, the ground delay program application system based on the OPTIFLOW model was developed. |
