With the rapid development of air transportation in China, the number of flights is increasing significantly which leads to the serious conflict between the increasing flight demand and the airspace capacity. While airport congestion has long been viewed as a major air traffic management problem in the world, congestion in the en route airspace is drawing an increasing amount of attention. Sources of en route congestion, such as severe weather, often cause the Traffic Management Unit to delay and reroute aircraft in order to ensure safety.Aiming at resolving the en route congestion problem, this paper studies the collaborative routing technology. When en route airspace is congested, the airspace users provide their preference and select alternate routes for the involved flights. Based on the common status information and the user intent information, the traffic flow managers design an appropriate CR strategy which utilizes the maximum airspace capacity, reduces the total cost of the flight delay and take the user preference into account at the same time.Firstly, this paper introduces the theoretical research and system development of collaborative routing technology in domestic and abroad. And then the collaborative decision making (CDM) theory and the principal problem of collaborative routing are analyzed in detail. Secondly, the en route resource allocation model and the airline equity model based on collaborative routing technology are proposed, and the simulation is done to validate the optimization results. Finally, the air traffic flow management system based on collaborative routing technology is designed and developed on the platform of Windows XP using Visual C++6.0, and the operation process and user interface is introduced. Also, the achievements of this paper are summarized and the future research and development of collaborative routing technology is analyzed.
