The Study Of Sector Capacity Evaluation In Air Traffic Flow Management

With the rapid development of civil aviation and increasing flights, how to guarantee thepunctual running of flights under ensuring security, has become the primary task of thedevelopment of civil aviation. Air traffic flow management is the most effective solution andthe most economical means to the air traffic congestion. The European countries and Americahave established their own relatively complete air traffic flow management system, and thusmade great benefits. Draw lessons from foreign country’s advanced experience, to establishair traffic flow management system in our country, is the urgent need and inevitable trend torapidly develop the air transportation in our country.Sector capacity evaluation is an important technology in air traffic flow management.This paper firstly discussed the domestic research status, content, the key technology and theinfluencing factors of flight delays, etc. in the air traffic flow management, and then take theCollaborative Flow Management System in south region as an example to analyze thestructure, operating principles and the existing problems of the system, and leads to theinfluencing factors which we call capacity evaluation. And also it puts forward to introducecapacity evaluation mechanism to provide feedbacks in the traffic flow management system,so as to achieve better results. Lastly, it researches the model of the capacity evaluation basedon the workload of air traffic controller. It take the20th sector in Guangzhou area as anobject, through the form of simulation by simulating machine, it then carries out the capacityevaluation by using the model, and eventually gets a relatively accurate capacity value.This paper take the Sector capacity evaluation, based on the workload of the air trafficcontroller, which can be used in various sectors of the other area control center. Through themodel of capacity evaluation, we can get reliable capacity value of various sectors, which canprovide a good foundation for the implementation of the air traffic flow management.
