Recently, a new approach, Collaborative Decision Making (CDM), is introduced into air traffic flow management (ATFM). CDM is based on the recognition that improved data exchange and communication between the ATFM facilities and the airlines will lead to better decision making. CDM promises to have a profound impact on air traffic flow management.A primary objective of the air traffic flow management functions is to provide fair and equitable access to the National Air Space. Traditionally, the ATFM facility has interpreted fairness as prioritizing flights on a"first-come, first-served"basis. The allocation procedures introduced under Collaborative Decision Making (CDM), however, represent a departure from this paradigm: allocations are based on carriers'original flight schedules. Yet in spite of these changes, the concept of fairness under CDM is largely left implicit in the procedures. Different and even conflicting concepts are sometimes used to describe these procedures.This paper describes a new algorithm combination, PRA-DFA, for fair allocation procedures within the context of ATFM. We improved the RBS algorithm using Airlines-based Quadric Integer Programming model (AQIP) and Proportion Random Assignment algorithm (PRA), substituted Dynamic Fairness Assignment algorithm (DFA) for Compression. The new algorithms keep the properties of the traditional RBS-Compression algorithms, which are of a high speed and easy to explain. Moreover, by taking everyone's benefit into account, the new algorithms are fair to all airlines. They are more easily accepted by airlines and improve the airlines'operational efficiency. We also develop a new GDP system based on PRA-DFA allocation algorithm.
