The air traffic, which causes the congestion of the airspace, is growing continuously these years. Accordingly, the equipments of air traffic management system fail more frequently, and the equipment outages have become one of the important factors which influence the airspace performance. The capacity degradation, flight cancellation and runway invalidation due to the equipment outages not only threaten the safety of aviation transportation, but also cause huge economic loss. In order to reduce the adverse effects and create a safe, orderly, economical and efficient environment for the aircraft, a deep study must be made on the impact of the equipment outages.In an attempt to study the performance of airspace during equipment outages, attention is concentrated on the analysis of airport equipment outages, airport availability and airport and terminal airspace capacity. Firstly, the method of FTA is implemented to classify the equipment outages and calculate the structure reliability of basic equipments. In this foundation, considering factors including equipment outages, weather condition and runway configuration, an airport availability model is developed and validated by an instance of PuDong International Airport. Secondly, taking into account of the combination of equipment outages and other variables, a capacity evaluating method during equipment outages is proposed and the results of Shanghai Terminal Airspace capacity is presented. Finally, the airport and terminal airspace performance analysis system is designed to analysis the equipment outages, airport availability and evaluate the airport and terminal airspace capacity.
