The conception of CDM has been widely applied in the Air Traffic Management System (ATM) of USA, and accepted by the aviation industry of Canada, Europe and Japan. According to the current application situation of CDM in American GDP flow management strategy, CR and SMS, its definition, structure and algorithm was researched in detail, including the RBS algorithm, Compression algorithm and the SCS slot exchange mechanism. Afterwards, the NAS allocation problem under the concept of CDM was mainly discussed in theory and practice. From the economical point of view, the philosophical system, principles and methods concerning the fair allocation of resources were further researched. The allocation scheme of current American national airspace resource was proposed by utilizing the theory of priority assignment, Pareto Optimization and proportion distribution. The airport arrival slot allocation algorithm in American ATFM was emphasized, with the intention of effectiveness and the foundation of fairness. By rectifying the original algorithm and verifying the theory of constant total delay, the optimized algorithm of arrival slot allocation was established. The arrival flight management system was developed by the means of computer technology, which simulated the management process of arrival flight. Finally, several advices on Chinese ATFM were put forward.
