Along with the economic development and people's depth of the understanding, the contents of the historical and cultural heritage protection are constantly expanding, from a purely protection to with the need of the development of social and the practic process of meeting the requirements of the modernization of the lives of the residents.The accelerated process of urbanization leads to the city's structural and functional decline of the historic district contrasted to the high-speed growth of a city, so we must adjust and optimizate the industry,culture,space and other aspects to prevent the recession and ageing of the historic district and over control of the development of new districts brought by the urban structure changes and functional evolution.The purpose of this paper is passed on the research of relations between protection of historic cities and the development of the urban economy, culture, space, provide system countermeasures of coordination of urban development and protection of historic cities.
