In the strategic background of the development of low-carbon economy and build a "resource-conserving and environment friendly" two type society to cope with global climate.the historic conservation areas low carbon development is particularly important. This paper exploratory apply low-carbon concept to conservation and utilization plannings of historic conservation areas, Starting from the scientific measurement of carbon tool-"carbon footprint" perspective, choose the best planning on the basis of quantitative evaluation,then put forward a low-carbon development strategy in order to achieve the goal of low carbon sustainable development. The main conclusions are as follows:(1) Based on carbon footprint measurement this paper determine that energy consumption of the building (structure) buildings,transportation ways,residents’daily life, tourism development ways are the four main carbon emission factors of historic conservation areas. Research shows that:①Conservation and rehabilitation way, construction technology and method an so on are closely linked to carbon emissions of historic building;②Arbor,bush and grass planting stratified greening planting form fixed effects on carbon dioxide is the most obvious;③The residential energy consumption is the main source of daily life carbon footprint;④Blocks tourism development carbon footprint embodied in food, housing, transportation, entertainment, shopping, travel and wastes, etc.(2) Combining with taiping street historic conservation areas conservation and utilization planning case,this paper applied the carbon footprint quantitative evaluation to the evaluation of different treatment scheme, in order to provide selection basis for policymakers to choose most favorable planning.(3) On the basis of quantitative evaluation of the "carbon footprint" this paper creatively put forward the conservation and utilization strategy of historic conservation areas based on the concept of low carbon, using low carbon technology to implement the low carbon concept in each stage of the conservation and utilization of the historic conservation areas,so that we can achieve the target of construction low carbon historic conservation areas and provide reference for the conservation and utilization of historic conservation areas.
