The situation of our country and the superiority of urban mass rail transit (MRT) make MRT important in the sustainable urban transportation system. To develop MRT is the sensible choice for realizing sustainable stratagem. According to the sustainable stratagem, to research the methods of MRT network planning and evaluation which can develop social economy, resource environment and transportation harmoniously is the main direction of MRT planning and evaluation in the future. For the time being, there are some shortcomings of MRT planning and evaluation methods to be improved on, such as the abnormity of planning methods, the ambiguity of traffic development stratagem corresponding to the planning network, the unilateralism of decision making contents,the irrationality of decision index system, the scarcity of advance in the evaluation measures and the lack of practicality in the models.In the light of sustainable development, the paper has analyzed the recent research an achievement about MRT planning's at home and abroad. Considering the situation of China and the status of MRT system and its planning technics, the paper has put forward the influence factors of network scale and its calculation method. Then, the paper studied the form of network, and formulated the layout of a MRT network. In addition, the paper has studied the comprehensive evaluation methods of MRT network planning schemes and then practiced the methods by analytic hierarchy process,by order preference of similarity to ideal solution and by grey evaluation separately. At the end of the patter, software for planning and evaluation has been designed.
