It is not the planning but the decision-making that makes the world as it is. Any decision-making of planning derives from evaluation of the project, so to make the last decision on rail transit planning of metropolis is to estimate and compare the pre-election planning scenarios and to select the first-rank one.How to measure and evaluate different planning scenarios of the project to guide the decision-making and action not only is the basement of the construction and development of the rail transit, but also is a question of the theory study which should be solved as fast as it can be to fulfill the request of the practice. The primary task of the dissertation is to seek a appropriate resolvent for above question. The relationship between the rail transit system and development of metropolis is given first. Then rail network evaluation indices system is constructed mainly from four aspects which are rail network configuration, rail transit system function, economic analysis, environment protection and sustainable development. Based on the analysis of the multi-object decision-making evaluation method, the Analytic Hierarchy Process & Entropy Weight Gray analysis Combined Method is presented to evaluate the rail planning network of Metropolis. One example about Suzhou, Wuxi, Changzhou metropolis rail planning network is given at the last part of the dissertation which proves the method reasonable and practicable.
