In the current complex situation of China’s rapid economic and social development and the frequent emergencies such as natural disasters,accidents and social risks,enhancing the emergency capacity of enterprises has become an important foundation for enterprises to respond to various emergencies and stabilize and develop healthily.And protection.Enterprise emergency capability assessment is a basic task.It can not only provide a good reference and direction for the emergency management of enterprises,and enhance the emergency capability construction of enterprises in a targeted manner,but also change the "existence of most enterprises" The concept of "despising pre-emptive prevention and only focusing on post-remedial recovery" guides enterprises to effectively and effectively improve their emergency management level.This paper has carried out research on the establishment of emergency capability indicator system,the construction of evaluation models and the application of examples.The main research work is as follows:Firstly,through a large amount of literature review and analysis,the types and characteristics of emergencies and related theories of enterprise emergency management were summarized.The selection principles of evaluation indicators,reference sources and the construction process of indicator systems were determined to establish emergency response capabilities of enterprises.The evaluation index system lays a solid theoretical foundation.With reference to the four stages of emergency management,four levels of indicators: "prevention and emergency preparedness","information detection and early warning","emergency treatment and rescue",and "post-mortem recovery and reconstruction" were formed,and further analysis of the first-level indicators Get 26 secondary indicators.Collect expert opinions through questionnaires to screen some secondary indicators that are not relevant and reasonable,and form an evaluation index system that includes 23 secondary indicators.In order to facilitate the quantified scoring of the indicators,the second-level evaluation indicators were further refined and 89 detailed index scoring points were formulated.Secondly,build an emergency response evaluation model.The AHP method is used to calculate the comprehensive weight of the indicators,the BP neural network tests the rationality of the expert scores,and the TOPSIS approach to the ideal solution ranking method determines the best evaluation among multiple expert scores.The three methods combine the advantages and disadvantages of each other and progress progressively to build an emergency response capability evaluation model for enterprises.Finally,the evaluation model constructed in this paper is applied to the emergency capability evaluation of the airport logistics park operating company,and verified by examples.The emergency capability level of the enterprise is determined based on the evaluation results,and the shortcomings of various evaluation indicators are analyzed to provide emergency management for the enterprise.Work makes targeted recommendations.The results of the above research work not only provide new theoretical methods and technical support for the emergency capability evaluation of enterprises,but also can provide a reference for the theory and method models for emergency capability evaluation in other fields.
