With the recent economic growth and urbanizing progress of the area along the Badaling Highway, the vehicle flow is increasing rapidly. It leads to a heavy traffic burden of Badaling Highway, which had been playing an important role of north Beijing. Ineffective manual toll collection method, excessive toll stations and insufficient passing lanes result in traffic jam at toll collection stations. To increase the passing effect of the toll station, one of the best ways is to implement an Electronic Toll Collection system (ETC).In this dissertation, the ETC system of Badaling Highway isdesigned from the view of technology and operation, following with theidentification, analysis, assessment, implementation of preventionmeasures, monitoring and review with the measure of risk managementprocess. After consulting the experts of Beijing Yunxingyu TrafficEngineering Co. Ltd Beijing Capital Highway Development Co. Ltd andBeijing Municipal Committee of Communication the risk managementframe is established and the risk factors are identified. Through analysisthe risk factors, an evaluation model based on fuzzy Comprehensive assessment method is introduced. Lastly the implementation of prevention measures, monitoring and review is introduced.The point of this dissertation lies on:Firstly, an ETC system is introduced according to the actual situation of the Badaling Highway from the view of technology and operation.With the measure of risk management process, including identification, analysis, assessment, implementation of prevention measures, monitoring and control, the risks of the project are managed properly. Subsequently an evaluation model based on the Fuzzy Comprehensive Assessment Method is introduced to assess the risk of the project. As well, prevention measures are provided to relieve the influence of the risks.
