At present the overseas railroad container regional station has already developed towards a large-scaled, specialized and modernized mode. To adapt to the characteristic of the relatively concentrated railway container transport volume and to improve the efficiency of railway container transport, we should speed up the adjustment of the overall arrangement of the whole railroad container regional stations, and strengthen the construction of railway container terminals (RCTs) build, finally to meet the needs of intermodal transportation and the development of modern logistics. In order to keep pace with the quick development of containerized traffic in the "Long-term program for the railroad network" deliberated on Jan.21.2004.The State Department have put forward a program to optimize the distribution of all railroad container regional stations, and to set up 18 large RCTs nationwide.Aimed at dealing with the improper safeguard in the management of the RCTs ,the thesis based on the theoretical research,, has made full use of many previous research outcomes. Combining the methods of dispersed mathematics, optimized theory, fuzzy evaluation and systematic science all together, we conduct a systematic study on the management and operation of the RCTs from the safety perspective to maximize the efficiency and minimize the accident rate, it is necessary to establish a primitive framework of the safety & operation monitoring system to meet the need of the safety, standardization, specialization and automation of RCTs construction. Contents of the thesis are mainly consisted of the the following parts:1. On the basis of expatiating the importance of the safety and operation monitoring of RCTs, the thesis gives a definition of the Object & Scope of the study, and illustrates both the theoretical and realistic significance as well.2. According to the principles of the thesis has pointed out the influencing factors related to safe-orientation, and also set up evaluation models using fuzzy math theory.3. On the basis of safety analysis of the presently used four types of RCTs, the thesis has pointed out the deficiency of safeguard, and designed a novel and penetrable type for central station to fulfil the safety requirements of the RCTs selection.4. Based on the functional partition of RCTs and the principles of safeguard evaluation system, the thesis has indicated the influencing factors concerning safe-layout for RCTs, and given an overall assessment according to Rough-Set method.5. On analyzing the handling capacity and scope of the RCT, and referring to the experiences from European and American countries, the thesis regards it necessary to establish large RCT .Both for the scheduled container trains and the moderate-concentration of container flows. However, In the long-term perspective, the overlarge scale of handling stations will eventually result in decreased efficiency, efficiency increased traffic flow and internal & external cost of the container transport ,thus, suggestions on constructing container-handling stations with moderate scale are put forwards.6. Based on the outcomes of the previous research on RCTs operation and management, the thesis conduct its study on the safeguard monitoring for RCTs facilities. Firstly the structure of RCT facility system was analysed, then the safety design of individual systemic factor was conducted including Safe selection and collocation of loading & unloading of RCT equipment; the RCTs safety design of disposal site and transport lane; and programming of RCT information system management.7. The causes of accidents are analyzed on the basis of RCT operation flow analysis. Besides, the safety assessment system is established, together with the application of analytical hierarchy process used in the forecast of RCT accidents. On analyzing former safety design model as well as using systematic engineering and cybernetics principles, the thesis has put forwards mutual control-prevention monitoring model and studied its mechanism. Meanwhile predeterminations as safeguard system and its establishment were studied by directorial methods.8. The safety evaluation was conducted based on fuzzy mathematic method.The study covering the relevant contents concerning safety design and management of RCTs, is looking forward to becoming a relatively complete theoretical system which will be able to offer certain theoretical support & reference for the RCTs construction.
