The Safety Risk Management Of Special Railway Transport Based On Warning Theory

Railway transport safety has always been concerned by the public.Due to the existence of low-level line,the natural environment is poor,weak management and many other reasons,the special railway safety management problem is more serious.With the railway transport towards the direction of heavy-duty railway development,the safety management of special railway shows a certain lag,in the personnel quality,equipment quality,line reliability and management system and so on.This paper mainly studies the safety management of special railway transportation in the course of the development of heavy haul railway transportation.This paper first summarizes the research status of railway transportation safety both at home and abroad,and proves the significance of this paper.Dedicated railway usually refers to the large and medium-sized enterprises to invest in their own construction,management,self-owned rolling stock and provide transportation for the enterprise of the railway.The special railway in China is mainly by large coal,which was mining and other state-owned enterprises owned to facilitate the production and transportation needs in the freight transport network plays an important role.As China's railway freight transport from the "heavy weight,high density,low speed" to "fast,heavy,high-density" mode of transport,there is a big hidden danger for the special railway transportation safety,due to the existence of railway grade,transport environment,transportation management and other loopholes.Based on early warning theory,this paper takes the special railway transportation safety as the research goal,and analyzes its security influence factor to constructs the railway transportation safety management frame.This paper introduces the main theoretical basis of research and analysis and safety evaluation methods.Before carrying out the analysis of the safety risk of the special railway transportation,this paper firstly analyzes the structure of the special railway transportation system from the viewpoint of system theory and on the basis of studying the predecessors.Dedicated railway transportation system is composed of cars,machines,workers,electricity and other elements of the complex system.Down to people,lines,equipment,management and environment five major components,and the paper introduced the relationship between the five elements of the dedicated railway transport.This paper analyzes the safety risk factors of the special railway transportation and constructs the causal model of the accident,which shows the mechanism and the process of the accident.Then,according to the theory of early warning,the architecture of the early warning system and its main subsystems are set up.The main subsystems of the early warning system and how to carry out the special railway safety early warning are introduced in detail.At the end of this paper,the basic condition,cargo volume and organizational structure of the GANQUAN railway are introduced.The safety risk factors of the five major railway safety factors are determined and safety evaluation is carried out.Based on the evaluation results,the hidden dangers in the safety management are analyzed and the disposal strategies of security risks are given.
