| With the rapid development of traffic in china, traffic satety attracts more and more people. Most people pay attention to the reformation of accident place, and at the same time, preventation to the accident includes safety education for some people and design of safety constructions only. Based on experience before and statistics data of traffic accident, this method trys to find and analyze the reasons and places of accidents, and then improve it with engineering and management method. This method became popular within safety area for its convenient operation and obvious effect. But the key defult of this method is "remend after" . At the same time, accidents have resulted huge loss of people's lives and fortune, so the cost of remediation will be very high. Even though it has found the defult, the remediation can't be developed probably because of the high cost of thorough reconstruction. Besides, it's difficult for this method to find latent traffic accident. Above that, we should prevent traffic accident positively, and plan, design, construct and manage the road with safety thought. So, in the course of planning and special area palnnings, trffic safety should be an important goal and evaluation index. In the rule of traffic safety, the influence on traffic safety is considered from four aspects to prevent traffic accident, that is, flexibility, traffic mode, land use and traffic network.This paper discussed the status quo of positive safety research home and abroad and concluded the definition methods, then discussed the rules and methods of positive safety planning theory in urban planning and traffic planning, and studied the crossing, road linetype, traffic illumination and traffic sign at the same time.At last, under the theory systerm of positive safety planning, this paper reconstructed the traffic impedence function and traffic assignment medel with the project 'Engineering feasibility Research on the Zhujiang delta outer ring road Freeway Huanggang to Huashan'. Then by using the platform of Transcad, this paper compared and analyzed the results under two different conditions, considering traffic safety influence and without, and confirm that there will be great influence on results by considering traffic safety. |
