Establishing Bridge Maintenance Management System (BMMS) can meet the need of bridge manager effectively. Most of bridge manager want BMMS to help them to manage the data of bridge maintenance, to evaluate the bridge's state, to make maintenance decision, and to share bridge management information. With the popularization and rapid development of global network, the traditional Bridge Maintenance Management System which bases on the C/S(Client/Server)structure can not meet the development of modern BMMS. And BMMS which bases on the B/S(Browser/Sever)mode is the mainly development direction.In order to research and exploit the BMMS which could meet the need of bridge manage, firstly this thesis introduce the conception, primary function and developmental situation of BMMS etc. Then this dissertation mainly researched the Web-GIS & bridge evaluation.For Web-GIS researching, this thesis analyzed Web-GIS's conception, character, constitute, and its application of bridge special cartography & information query in BMMS.In the researching of bridge evaluation, this thesis analyzed the significance, status and trend of bridge evaluation, and researched the compositive evaluation of bridge in detail. The compositive evaluation of bridge is based on the Analytical Hierarchy Process (AHP), after researching the AHP in detail, this thesis introduce the Uncertain Analytical Hierarchy Process (UAHP). In order to certain the variable weigh in the UAHP, we research the theory of set-value statistics, and analyzed its application in bridge evaluation. In order to reflect the status of bridge structure roundly, this thesis discussed the variable weight synthesizing which can reflect the equilibrium of every estates. At the end of second chapter we analyzed and instantiate the application of Uncertain Analytical Hierarchy Process , set-value statistics and the variable weight synthesizing in the bridge evaluation.Before researching the gray system, we analyzed the status and infection factor of bridge technology forecast. Base on the researching of gray system, we brought forward the model of bridge technology forecast and instantiate the model to show its application in BMMS.Finally, base on the method and flow of system development and result of Web-GIS & bridge evaluation research, this thesis designed the network and module of configuration. And develop the BMMS which can meet the need of bridge maintenance management work and which is practical.
