Establishing Bridge Maintenance Management System (BMMS) can meet the need of bridge manager effectively. Most of bridge manager want BMMS to help them to manage the data of bridge maintenance, to evaluate the bridge's state, to make maintenance decision, and to share bridge management information. With the popularization and rapid development of global network, the traditional Bridge Maintenance Management System which bases on the C/S(Client/Server)structure can not meet the development of modern BMMS. And BMMS which bases on the B/S(Browser/Sever)mode is the mainly development direction.In order to research and exploit the BMMS which could meet the need of bridge manage, firstly this thesis introduce the conception, primary function and developmental situation of BMMS etc. Then this dissertation mainly researched the Web-GIS & bridge evaluation.For Web-GIS researching, this thesis analyzed Web-GIS's conception, character, constitute, and its application of bridge special cartography & information query in BMMS.For bridge evaluation researching, after analyzing the status quo and trend of bridge evaluation, this thesis detailed researched the bridge condition evaluation, bridge carrying capacity evaluation, bridge capability degeneration evaluation and bridge maintenance expense budget. The bridge condition evaluation was based on the model of bridge condition index, after detailed analyzed the model and integrated with the fact of bridge check-up ,this thesis modifies the component in the model and brings forward the check-up and evaluation standard of these component, so as to meet the need of bridge condition evaluation. After analyzing the method of bridge carrying capacity evaluation, this thesis brought forward the model of bridge carrying capacity evaluation on the base of the fuzzy theory. This model researched the subjection degree of maximal interstice width, the rust degree of steel bar and carrying stress to the grade of bridge carrying capacity evaluation, and the weightiness in all factors. So as to calculate the grade of bridge carrying capacity evaluation.The capability degeneration evaluation was based on the markov chain model.By the research of the matrix of conversion probability and data of fact bridge check-up,this thesis calculate the value of parameter which in the matrix of conversion probability.And bring forward the model of bridge capability degeneration evaluation.After referencing the maintenance costs in the《The Principle Of Highway Maintenance Engineering Budget》and the fact of bridge maintenance expense budget.this thesis bring forward the make up of bridge maintenance costs and its method of calculate.Finally, base on the method and flow of system development and result of Web-GIS & bridge evaluation research, this thesis designed the network and module of configuration. And develop the BMMS which can meet the need of bridge maintenance management work and which is practical.
