In recent years, along with the rapid development of national tourism industry, the construction of tourism highways are in the ascendant. At the same time, the construction of tourism highways also have advanced the rapid development of tourism industry, according to the prediction of World Trade Organization, to 2020, the Chinese traveling total output value hoped to occupy GDP more than 10%, becomes mainstay industry which will be worthy of the name. Therefore, to many areas in China, strengthens the construction quality of tourism highways and improve the service level of tourism highways, have already became an important window for a region to improve tour taste and display the locally spiritual style. And as the important part of traffic engineering facility which along with the highway, the service facility is a essential factor for traffic transportation system, and it is also the window for displaying the highway traffic culture. Looking over the construction experience of domestic and foreign tourism highways, all the managers enhance the service level of tourism highway from improving the design of service facility. Carries on reasonably the design and the disposition to the highway service facility, not only may enormously promote the highway service quality and the service level, but also may effectively safeguard the traffic safety. At the same time, because many scenic areas are locating the mountainous area at present in our country, these mountainous tourism highways which forms to the original mountainous area road transformation , and its security and the service level all cannot satisfy the traveling need under the new situation, and because all sectors of society also relatively lacks to understand the highway service facility,there also have not a unified standard for how to design ,construct, as well as how to assort with the environment around and so on with, but the present standard also is only from the average highway angle, has carried on the simple division according to the highway classification to the service facility construction standard, does not have the concrete design basis and the target, also has not produced the concrete construction standard, certainly does not have actual maneuverability.This dissertation is supported by science and technology project of west traffic construction by Ministry of Communications "Forest Tourism Highway--Traffic safety Research on S203 Line of Inner Mongolia", from the traffic engineering facility design, the highway landscape design and the traffic safety design, the author has conducted the research on the service facility of tourism highway in mountainous region, selected location layout and the construction scale, proposed the principle and method for Traffic Organization of service facility which along with the tourism highway in mountainous region, and unified the Inner Mongolian S203 line safe betterment work the implementation to conduct the real diagnosis research, provided some references for the S203 line servicing facility layout transformation, simultaneously also provided some theory bases for the road administration department.The concrete content that the dissertation has finished as follows:(1)The first chapter introduces domestic and foreign present research condition about service facility, elaborates the significance to study the service facility of tourism highway in mountainous area, and analyzes the research emphasis for designing service facility, and determines the main research content for dissertation on this basis.(2)The second chapter proposes the theoretical basis for service facility design of tourism highway in mountain. The dissertation analyses and studies the service facility from the road alignment and safety characteristics in mountainous area, driver fatigue characteristics in mountainous highway, the service facility design and the traffic organization method, the environment protection at the sides of the section road, coordinate design theory of highways and environment, the service needs, project cost, and so on. It has established a basis for the following chapters.(3)The third chapter studies the service facility distribution from the economic value, the safety, the service quality, environmental harmony, and so on. The dissertation introduces basic principle for service facility distribution, and combines the features of tourism highway, confirms the install model for determining the space between service facility, the paper from the efficiency, the security, the service, and so on several aspects has conducted the research with the environment to the service facility layout, proposed the mountainous area tourism highway service layout basic principle, unified the mountainous area tourism highway the characteristic, has produced the servicing facility selected location spacing establishment model, and has conducted the research to the servicing facility interior layout form, proposed suited the mountainous area traveling road the servicing facility layout form.(4)The forth chapter studies the service facility function localization and scale determination. Service facility's scale have close relation with service facility which load bearing the function how much, the dissertation has carried on the analysis and the localization to the service function of which lie in mountainous area, and on this basis, through draw on the overseas highway service scale definite method, relating the characteristic of tourism highway in mountain, improves the scale calculation model for service facility, and produces the suited scale definite method for service facility of tourism highway in mountain.(5)The fifth chapter researches the traffic design research on the service facility.Through to analyze the traffic composition and the movement characteristic of the tourism highway in mountainous areas, introduces the advanced highway access management technology, proposes the traffic design and the organization method about the inside and outside of the service facility of tourism highway in mountainous areas, and validates the method from the safety betterment project of Inner Mongolian S203 line, and uses the Analytic Hierarchy Process to appraise each kind of design proposal's validity.(6)Finally, the author concludes the work in the dissertation, and analyzes the progress which the dissertation obtained, and brings forward content and direction that will be continuous to researching .
