| With the reforming and opening to the outside world, our country has sped up urbanization. However, we should be clear that under the condition of such high sped urbanization, some unreasonable phenomena exist. The assessment of and reflection on the plan implementation effects were lacked, which have become the shortcomings of the present urban operation system.For the moment, little domestic attention has been paid to researches on the implementation evaluation of urban master plans, wherein most of the only few researches concentrate on theories exploration. It is badly needed that we launch evaluation researches focusing on the implementation of overall urban master plans. Taking Yuyao as an example, this paper investigates on the assessment theory, index system and evaluating measures of the overall master plan.Two main parts compose this paper. The first part deals with theory investigation, and the second part is about a case study.In the first part, after a comprehensive review of the foreign and domestic theories on urban plan implementation, this paper introduces the problems and their influences that we have confronted with during the formulation and implementation of town's master plans. To research into ways to improve the quality and actualization of urban plans, this paper evaluates the effects of urban master plan implementation from three points of view, i.e. plan realization progress, space arrangements and satisfaction of the public. Based on which, it then constructs the index system and establishes criterions for the assessment of urban master plan implementation. These research results provide us with benefits that it could be more reasonable and objective for the practicers to assess plan implementation. Moreover, researchers of the relating areas could also be helped with the reference to the theories and research achievement of this paper.In the second part of the paper, the case of Yuyao's urban master plan is investigated according to the research outcomes derived form the first part of the paper. New problems are discovered and examined;constructive suggestions are made for future urban plans. |
