2010 Shanghai World Expo proposed "Eco-Expo, Technology-Expo, Humanities-Expo". "Eco-Expo" planning guidance indicator system intends to establish a mesoscale criterion to guide the construction and administration.On the background of the sustainable development, the evaluation of Expo theme, the eco-construction of Shanghai, the thesis systematic analyses the sustainable development index system, the eco-environmental indicator system, the green-building assessment indicator system. Simultaneously, the research studies the environmental policy of local government and evaluates the status quo of Shanghai. After exploring the experience of the Aichi and the Hanover Expo, the assessment system for green building of Beijing Olympic, this dissertation focused on the particularity of "Eco-Expo" 2010.Based on the relative research, this paper establishes the 3D interactive "eco Expo" planning guidance indicator system on perspective of planning control and administration. The index system proposes a framework of analytic hierarchy target process. Target level is classified by planning phases. Under various stages of planning requirements, the thesis brings forward several specific sub-goals, that is, category indicator. Category indicators are composed of specific indicators, which are the overlapping of environment and economic ecological system with the mainstream-planning system.To ensure the scientificity of the indicator system, a comprehensive assessment is carried out, using the method of fuzzi delphi. According to the evaluation results, the author made a modification by deleting or adding indicators.Finally, the thesis attempts to summarize the research conclusions and give some proposals to further studies.
