| With the reform and opening to the outside world, small towns develop quickly in China. Simultaneously many problems come up, such as unreasonable allocation of urban system, high level in quantity and low level in scale, low grade of the congregation benefits and scale benefits, extensive use and serious waste of land, insufficiency of infrastructure and deteriorating environmental condition, etc. There are many reasons which cause that kind of situation, but the most important one is the absence of scientific planning. So a conclusion can be made that scientific appraisal of compilation and implementation of planning is the key to guarantee the sound development of small towns.The dissertation probes into the important status of small towns in the national economic construction, studies the characteristics of small town's planning and the function of it in promoting small town's development, elaborates the promlems that unveil during the compilation and implementation of small town's planning, and then analyzes the reasons. Aiming at those problems, the dissertation sets up a comparatively complete appraisal system. At the end of the paper, to prove such system a case study of Xinjuntun Town is performed.The pivotal contents of this paper can be listed as below:(1)Based on the analysis of characteristics of the small town and the small town's planning, the paper elaborates the important role that the small towns play in promoting the intercommunion between cities and towns, in displacing the surplus rural laborers and in synthetically solving the "SAN NONG" Problem. Then it summarizes the functions of small town's planning in the construction and administration of small towns, such as leading function, legal restriction function, macro-regulation function, function to optimize the allocation of resources, and function to promote sustainable development of small towns. In succession, several characteristics that small town's planning should possess are introduced.(2)The paper summarizes the status and problem in compilation and implementation of small town's planning, and points out the essential causes. The first is that the planning administration institutions and planning compilation institutions can not master the characteristics of small town's planning accurately; the second is the absence of appraisal system on compilation and implementation of small town's planning; the third is that the personnel quality in planning institutions is uneven and short of legal consciousness; the fourth is that the administration of planning market is not powerful. |
