The dam safety belongs to the social public security involves social public property , people security , and it is the problem that the governments and people worry about very much , so dam safety monitoring plays an important part on ensuring people's life and production safety , and ensuring stable development of the country and so on .The effective dam safety monitoring can serve the dam safety , promote the advancement of engineering design and construction technique , point out the direction of dam technology development, supply the basic information for problem engineering and reasonable reinforcement, and it can meet the need of umpiring the engineering accident and promoting the development of monitoring technique. We uses the perfect communication network -GSM(Global System for Mobile communications) ,which has the much more dominance than any other remote communication . Inthe presence of short message , the article completes the remote dam security system based on short message and PLC(Programmable Logic Controller). The presenting and realizing of the method have the important theoretical significance and use value on dam monitoring and hazard resistant and decrease . The main content of the article :1 It discusses the purpose and meaning of the subject , and analyzes the development of international dam security monitoring technique, and designs the dam security monitoring system based on the GSM short message data transmission and PLC data process.2 According to field condition , it ensures the system scale , design program of hardware and software , system optimization and system characteristic.3 On the design of system composition , it introduces the collecting mode , water-level transducer , analog sampling , PLC , and wireless data transmission and so on.4 The principle of hardware lectotype and the results5 The software realization is introduced in detail , includingthe software function , sampling mode , data processing , a part of program and its explanation . The focus point is the realization of communication and the response to the orders.6 It introduces the wiring mode , erection condition , and data analysis7 The questions that appears during the course of design , realization , erection are analysed and generalized .At last ,the expectation on dam security and the field condition is brought out.The system has been brought into service , and it works stably , reliably , and meets the prospective requirement. The technique is fit for data transmission of small quantity , such as the position fix transmission ,remote measuring ,remote controlling ,alarm and etc. The automatic monitoring system based on the technique adapts to the condition which has dispersed measuring points ,so the technique has the widespreaded application foreground .
