This paper studies the quantitative evaluation methods and research of the aids to navigation efficacy. Based on the relevant research fruits in and outside China and expert consultation, it works out the reasonable evaluation criterion according to each evaluation index, and then obtains the weight of each evaluation index by combining AHP and Delphi together. After that, this paper applies the fuzzy synthesis evaluation theory and gray incidence analysis to establish a mathematical model so as to quantitatively evaluate the aids to navigation efficacy of each channel at Dalian port. Through this quantitative evaluation system, we may get the overall level of the aids to navigation efficacy of each channel.According to the consistent conclusions drawn from each applied method, the paper compares the merits and faults of these two methods in actual application: fuzzy mathematic way can more precisely demonstrate the influence of each aspect on the aids to navigation efficacy, being clearer and easy to grasp; while the gray incidence analysis, simple and distinct, does not have the same preciseness as fuzzy mathematic way. Thus this paper regards the fuzzy mathematic method as the better one in the quantitative evaluation of aids to navigation efficacy.This paper discusses the ways fuzzy synthesis evaluation and gray incidence analysis are applied in evaluating the aids to navigation efficacy, and finally provides a scientific theory basis and research method to aids to navigation efficacy evaluation.
