Aids to Navigation, which is also called the navigation mark, is the establishment of information service that set up to help the vessels sail safely, economically and expediently by visual, auditive and wireless signals. Aids to Navigation at sea is the equipment or system out of control of vessels. The aim of setting up the equipment is to let the vessel or the navigation safety. Accordingly, achieving the object of rational distribution, quick maintenance, advanced technology and good service becomes the the pursuit of governor of Aids to Navigation. There are so many terminals in DaLian port area, but there are some disadvantages in the management of Aids to Navigation, which has negative influence on the vessels sailing in the DaLian port area. Hence how to improve the management level to such a high and rational degree that serve the vessels sailing in the DaLian port area under a certain safety condition and improve the efficiency of the water traffic is the crucial and necessary method of change the status of the navigation mark in DaLian port area.The data in this paper is acquired by some experts. Then the ambipolar models of Fuzzy synthesis Evaluation theory is adopted in this paper which helps to the synthetical analysis of the Aids to Navigation in DaLian port area. It gives the theoretical reference in the point of view of quantity to the project scheme of synthetical alteration to the Aids to Navigation in DaLian port area. At the same time, in accordance with the suggestion of the experts and the real condition, the idiographic implement way is mentioned in the point of view of quality. The two points of view make the scheme more scientific and feasible. After achieving the status, the project scheme of synthetical alteration to Aids to Navigation in DaLian port area is put forward. It arrange the project scheme from the different point of view of content, cost estimating, efficency expectation and consolidating management of Aids to Navigation which gives the referrence of the alteration and development of the Aids to Navigation in DaLian port area for the future.
