The purpose of this paper is to establish theory framework of system evaluation of torpedo, which is one of the most important parts of the life cycle analysis framework of torpedo weapon system. System evaluation of torpedo includes four aspects which are efficiency evaluation, life cycle cost evaluation, research risk and the evaluation of the alternate design layout. In this paper, weapon efficiency theory, system optimization theory, qualification theory, fuzzy mathematics theory, synthetic theory and gray system theory are introduced. Based on the former theories, the paper selects three classic methods, which are analysis hierarchy process, fuzzy analysis hierarchy process based on entropy weight and three hierarchies gray synthetic design-making, to evaluate the alternate design layout of torpedo; AfIer the definition and measurement of torpedo fighting efficiency description, the evaluation model are induced, based on which, the method and the framework of torpedo fighting efficiency evaluation is set. The evaluation matrix of life cycle cost of torpedo design and parts of the cost evaluation models are built, at the same time, the evaluation methods of cost indexes and investing intention model of the torpedo design and making are given. In the last part, the paper analyzes the research risk of torpedo weapon system and offers the methods to evaluate the risk.
