With the increasing of residents’ demand for gas, the fuel gas accidents also will increase; bring the huge threat to people’s lives and property. Eliminate gas engineering project risks to reduce accidents, but previous studies mainly in view of the analysis after the accident, accident hidden danger actually scattered on the each stage of the project. Based on the theory of whole life cycle of gas hazard analysis in different stages of the project, in order to eliminate hidden dangers and realize safe operation of the gas system.This paper is based on system of gas engineering project and the actual situation of site safety management of R city, according to the inductive analysis of collected materials, combined with management theory, the theory of safety science and grading standards in fuel gas enterprise’s actual management situation at present stage, 20 companies of research ratings and ratings. Research found that the gas project, such as unclear responsibility system, safety inspection and safety work is not standard, special operations personnel management issues, such as gas engineering construction site safety management condition mainly displays in the field of small tools, lifting equipment, dangerous goods management is not standard, etc. In this paper, in combination with the practical situation of the research, and other documents and materials to build a gas pipeline external leakage as the top event of fault tree, according to the structural importance of the fault tree, it is concluded that soil corrosion, corrosive gas impurity, unqualified anticorrosion coating factors such as gas pipeline external leakage is the main risk factors.Basing on literature review, research results and the fault tree analysis, risk factors in gas within the whole life cycle of the project, the design phase of hidden dangers in designers understanding of the environment is not enough in-depth, selection of pipe material is not strict; The hidden danger of construction stage is mainly the construction unit safety management standard, system is not sound enough, for homework personnel training level requirement is lax or not, supervision unit for illegal not to stop and correct operation. Operation stages safety inspection work does not reach the designated position, check; residents’ safety consciousness is not strong and so on. This paper aiming at these disadvantages and vulnerabilities, put forward countermeasures for safety management, and improve the gas within the whole life cycle of the project that involved in personnel safety awareness and business level, in order to eliminate or reduce the unsafe factors in every stage, to reduce accidents and reduce accident loss.
