The Study On Construction Safety Management System

According to the accident causation theory, accident is mostly caused by the failures in management. Construction accidents take place frequently is the result of the low management level of construction firm, and have a bad influence in the project quality,cost and period. What's more, with the further opening of the construction market, more and more foreign construction firms will participate in the market competition. However, the high accident incidence in our country will weaken domestic construction firm's competitiveness. Thus, it is time to improve the safety management of the construction firm to control the accidence. From the view of the System Theory, construction safety management is a complicated and comprehensive system for the wide range of knowledge and the large number of factors which cause accident involved. It is necessary not only adopt advanced management method, but also acquire motive force from the outside to improve the safety management. Thus, System Engineering principles are used in this paper to analysis the construction Safety Management System (SMS) of systematically. At the same time, how to design, operate and control the SMS are also studied. the following jobs will be done: First, the construction SMS is set up by using the Systems Engineering theory, and is applied on the construction site. Moreover, a example is given to account the process. Second, In Preliminary Hazard Analysis (PHA),accident causation theory which is used to identify the hazardous factors systemically is combined with the method of risk evaluation——MES to estimate the probability of accident caused by the factors, which offer the scientific basis for construction firm to set safety aim and deal with safety plan. Third, Enrich the Management By Objective (MBO) by connecting the principle of risk management with the formulation of safety aim. Risk safety objective has pointed out the direction for safety management. Forth, Fault Tree Analysis (FTA) is improved by absorbing the accident causation theory. The Improved FTA can be used in the feedback of the construction safety management to realize closed loop manage. And last, with the study on the environment around the SMS, the way to perfect the environment in the transformation period of economic system is brought forward: perfecting the management legislation of the SMS , perfecting and strengthening the supervision and inspection mechanism, fostering , standardizing trade service organizations, perfecting the mechanism of the insurance, setting up objective evaluation standard for the safety management of construction firm.
