This paper draws the conclusion that the key of developing rail transit and improve urban transportation is the transfer system through the analysis of urban public transportation and sustainable development in China. The following features on the background of development and research on transfer system between rail transit and conventional public transportation are investigated both in China and other countries.(1)The time-space distribution features of rail traffic volume, passenger's time distribution features of two means of public transit, and their combination and transfer process are analyzed, which provides the basis of variables on transfer system research.(2) Discussing conventional bus station spacing, style, position and the best location in intersections; introducing the rail transit position and using fuzzy comprehensive evaluation method to choice rail station site . On the basis of discussion, along with the site relation of these two means of public transportation, the bus stations in perimeter of rail transit station are adjusted in a small scope. This is accomplished by establishing an optimization model by a target function of minimum transfer distance, and with the minimum influence to intersections as the constraint.(3) Operation coordination of rail transit and conventional public transportation are investigated from capacity matching and scheduling cohesion as follows. Given the calculation formula of conventional public transportation need to reach transfer station in rush hours, the scheduling coordination model of rail transit two-way transfering with conventional public transportation can be established. A conventional-rail transportation transfer optimization system is developed on the basis of the model with engineering considerations. In this system, the optimized arriving time, departure interval and passengers'time cost are obtained with proper parameters.(4) A realistic case is utilized with the example of Xi`an Metro Line 2 which is about to operate. The necessity of transfer cohesion arises with an analysis results of Metro Line 2 and the situation of public transportation in Xi`an. Longshouyuan subway station is selected to be investigated. The model parameters which are further used in optimization programming are determined by on-site survey and approximated substitution method; The rail-bus transit optimal scheduling system is used to explore the coordination of Bus 601 and Longshouyuan stations. The best arrival time, departure interval and total time cost of passengers in the designated research period are therefore obtained.
