The Research Of Land-Use Intensity's Control System In Total Layout Level Of City

Land-use intensity would be control by both of the master planning and regulatory detailed planning, this as a starting point, the thesis has brought forward the―total, horizontal and vertical control system of land-use intensity‖, and taking Ankang City as an example to do the empirical research inside the lay of total layout, based on the 08 version master planning which was made follow the growth layout logos.―Total, horizontal and vertical control system of land-use intensity‖includes mainly:―Total Control‖based on land-use intensity of total city, under the limited scale of city in vista.―Vertical Control‖is the hierarchical control measure, of which the main body is―District‖-―Block‖-―Lot‖top-down and bottom-up two-way control.―Horizontal Control‖is the classification control measure, which limited by the land-use intensity control of the main urban construction land. Among them, the―Tota‖and―Vertical‖control focus on the―FAR‖, that is the core indicators of land-use intensity, the former is the control basis to the latter, thus the total construction volume of the city in vista can be admeasured from a whole to District, Block, Lot.―Horizontal Control‖improves the various types'indicators of land-use intensity, and makes―rigid-rang target‖, the control indicators will be limited to a reasonable range of the various types of urban construction land, as supplement and improvement of the―Total‖and―Vertical‖control deficiencies.In the case study of AnKang, circumfusing the important and difficult of control, carry out―Total‖–―District‖–―Land‖integrated control of land-use intensity on the overall layout level.―District Control‖based on―Total Control‖, the one hand, the land-use layout of AnKang downtown in vista of 08 version master planning is divided into twelve land-use intensity control district, the boundaries of the area range and land size are determined as defined border of regulatory detailed planning commission; the other hand, with building mathematical models of vista land-use intensity of downtown, the total construction amount of downtown is allocated to each control district, as defined the construction volume in various control district, foundation on the assignment of―FAR‖and the regulation of the indicators up and down on regulatory detailed planning level. In the―Land Control‖, with―Control List‖to limit the various control indicators'rigid-range of the various urban construction land types in AnKang downtown, while formulated land-use intensity correction strategies of variety types'lands on micro-level and corresponding policy―FAR‖control methods. As a result, the downtown of AnKang has built a relatively completed control system of land-use intensity on total layout level, in the hope of other cities which follow AnKang's scale and type in our country can draw on AnKang's experience of land-use intensity control system in the aspects of institution building, improvement of the content, values, etc.
