Study On The Total Water Use And Water Use Intensity Control In Yangzhou City

Water ecological civilization is the concrete embodiment of the traditional view of landscape and nature and the philosophy of harmony between man and nature in human activities,and the scientific management of water resources is the inevitable requirement for the future development of cities.The central government put forward the overall layout of "five in one" of economy,politics,culture,society and ecological civilization,putting ecological civilization in the same important position as economic,political,cultural and social construction,and putting water ecology and water resources in the prominent position of ecological civilization construction.In 2016,the State Council issued the 13 th Five-Year Plan of Action for Double Control of Total Consumption and Intensity of Water Resources.Governments around the country have formulated implementation plans to promote double control of water resources management.According to the "Jiangsu Province 13 th Five-Year Plan for the Implementation of Double-Control Action on Total Water Consumption and Intensity" and the "Yangzhou National Economic and Social Development 13 th Five-Year Plan Outline",Yangzhou City has implemented the strictest water resources management system,further controlled water resources consumption,implemented double-control action on total water resources consumption and intensity,and how Yangzhou City promotes Yangzhou City according to local reality The benign development of dual-control management of water resources is the significance of this paper.Based on the sustainable development theory and performance management theory,this paper studies and analyses the dual-control management of water resources in Yangzhou by using literature research method and case analysis method.Firstly,on the basis of introducing the natural geography and social geography of Yangzhou City,the main objectives,main indicators,current management subjects and organizational structure of the dual-control management of water resources in Yangzhou City are studied and elaborated.Secondly,the implementation means of double-control management of water resources in Yangzhou mainly include four aspects: improving water use efficiency,strictly controlling the total amount of water use,improving the quality of water resources and improving the level of supervision.Thirdly,Yangzhou's dual-control management of water resources has achieved phased results,and in 2017,the province's most stringent water resources management system(dual-control management)was evaluated for the first time.At the same time,the assessmentindicators basically meet the annual control objectives.Fourthly,this paper summarizes and analyses the problems existing in the dual-control management of water resources in Yangzhou City,such as the poor operation of the management organization structure,the serious formalization of measurement and monitoring of management subjects,and the insufficient sharing of performance appraisal information.The deep reasons are discussed from the structural contradiction of multi-subject governance of double-control management of water resources in Yangzhou City,the coordinating factors between measurement monitoring platform and supervision mechanism,and the lagging of performance appraisal service mechanism.Fifthly,in view of the contradictions and problems in the dual-control management of water resources in Yangzhou,some countermeasures and suggestions are put forward,such as perfecting the legal guarantee system of the dual-control management of water resources in Yangzhou,perfecting the social supervision mechanism of the dual-control management of water resources,defining the target precision of the dual-control management of water resources,and perfecting the performance appraisal service mechanism of the dual-control management of water resources in Yangzhou,in order to promote the good dual-control development.
