Only by choosing the best Land-use type through comprehensively analyzing and evaluating the land of nature, society, constitute environment, structure, function etc. and deciding the reasonable organization methods and the layout forms by considering the influences among every variety Land-use type at the same time, then can guarantee the city construction process in the worth loss of ecosystem minimum, the whole benefits of city maximize. According to this, the dissertation's emphasis is not to put forward the new theories or methods, but with the research results of past people for foundation, such as McHarg, Simonds, Guangyu Huang etc., aiming at the Chiang-Nan water net region of course of river spread densely, the geography is low and even, the ecosystem is weak etc. characteristics, with taking Suzhou as the representative, using the layout planning as an point, to study the methods of the Land-use Evaluation, especially the Ecological Sensitivity and the Land-use Evaluation methods, such as selecting ecological factors, setting up the evaluation system etc., with expect to improve the Eco-City Planning methods with local features in our country.The dissertation distinguished the Ecological Sensitivity and the Land-use Suitability Evaluation on studying purposes and contents, in order to avoid repeat labor and confusion in analyzing process. Adopted to fold every single factor diagram while carrying on the Ecological Sensitivity analysis, then divided the researching object to four grades for the most sensitive, time sensitive, weak sensitive and not sensitive, and putted forward to take the absolute protection and rehabilitation in the most sensitive and time sensitive regions, but the weak sensitive and not sensitive regions, which are suitable to city construction, were just the targets of the Land-use Suitability Evaluation. While carrying on the study of the Land-use suitability, adopted the analysis of single function with many factors' diagram, divided the research object to three grades for the living area, industry warehouse area and public service area, aiming at the differences between these three grades of lands, choosing the corresponding ecological factors to carry on the evaluation, the end divided the study objects to four grades for the most suitable, time suitable, weak suitable and not suitable, according the pnnciple of the more suitable is first to choose the land, so can guide the layout of city land.
