The coordinating operation of urban traffic system is connect with the development of dynamic static transport facilities. Parking facilities planning plays an indispensable role to ensure the orderly operation of urban transport. With the application of Complex System Theory in project and the impact on traffic planning, people realize that parking system planning is a complex project, solving parking planning by use of Complex System Theory is imperative.Based on the analysis of parking classification and characteristics, and the Complex System Theroy research methods, this paper points out that using Complex System Theory in the analysis on the rational scale of urban public parking can make problems easy and get satisfactory result. Followed by, analyses qualitativly on the parking supply and demand balance by Meta-Synthesis, constructes the model between parking supply proportion and its influencing factors using Analytic Hierarchy Process. Next, sets up public parking location model based on generalized cost by the analysis of influencing factors, and proposes the convertion advice of ideal point to reality point. Finally, takes Huangshi City as an example to determine the public parking supply proportion and layout, gives parking management strategy.Application of Complex System Theory to study public parking rational scale is the cooperation of qualitative analysis and quantitative calculation, top-dowm and bottom-up, human and computer, which possesses guiding significance for parking planning. With the combination of GIS and transportation,we can put all the information in GIS, such as the urban land layout, road network attributes, parking information points ect, to build the model with city's character and provide more powerful gist for parking planning.
