| Many kinds of emergency public events often take place in Xinjiang because of its special geography location, national environment, geology structure, social environment, etc. These events exert a strong influence on social stability, economic development, and social harmony of Xinjiang and even of the whole nation. As an important fundamental facility and the mainstay of integrated transport system, the railway, which is about 3,000 kilometers in Xinjiang, is responsible for transporting over 90% of goods and passengers in and out of Xinjiang Province, which covers a land area of 1.66 million square meters. Also it plays an irreplaceable role in economic development of Xinjiang and responding to emergency public events rapidly. Under several years' development, the capacity of Xinjiang railway to deal with emergency public events has been significantly improved. Compared with developed areas, there are still many areas for improvement, such as inadequate road network structure, small emergency coverage area, and weak emergency support capabilities and so on. More importantly, the mass construction and gradual expansion of railways in Xinjiang Province set higher requirements for its responsiveness to urgent events. Based on the analysis, the research on the appropriate methods in better improving the railway industry in Xinjiang will bring about significant benefits for Xinjiang's further development. In this paper, the following aspects of the development and planning of Xinjiang railway emergency support capacity has been studied and discussed.Firstly, through the field investigation in Xinjiang region, the author makes a summary of the types and characteristics of Xinjiang emergency public events for which the railway should be responsible. Based on the clear requirements of responding to emergency which taken place either internal or external the Xinjiang railway, the paper discusses the meaning of railway emergency security capabilities and elaborates on its four sections which are composed by emergency rescue capabilities, supporting capacity, management capacity and coordination. Then the author makes a specific analysis on the approaches to these capabilities.Secondly, the paper makes a research on the rational layout of emergency rescue base which is formed by rescue team, rescue equipment and the space integration arrangement of emergency supplies. Based on the mass research data and analysis, also considering both the Xinjiang railway emergency rescue demands and its supply environment, the author puts forward an evaluation system of the layout of the railway emergency rescue bases on Xinjiang which is composed by three categories, seven major types and fourteen bases. Entropy weighting based on fuzzy comprehensive evaluation method is proposed to build two first-level railway emergency rescue bases in Urumqi and Kashgar, nine second-level bases in Aksu, Kuytun, Korla, Yining, Tacheng and so on. Also the layout scheme and the construction timing of these bases are involved.Thirdly, the paper makes a comprehensive evaluation of the connectivity and accessibility of Xinjiang railway network when supporting the regional emergency transportation in the year of 2010,2015 and 2020. According to these analyses, some suggestions about emergency transportation support capabilities on improving some railway nodes weak in the emergency transportation are proposed.Finally, after analyzing the meaning of railway emergency support capabilities, the author proposes a mechanism design idea that is "uphold the existing system, dealing with two types of events, aiming at three major aspects, standardizing three phases, promoting the effective operation". This idea is mainly for organization system, operational process and activities of the main body, support system and so on. At last, a program is designed with the focus on the key emergency security system which is referred in dealing with the emergency either internal or external the Xinjiang railway.
