Highway transportation in remote areas of western China bears the strategic guarantee tasks of “the Belt and Road” development and social stability.Taking xinjiang as a typical representative,the remote areas in the west have a vast territory,low road distribution density,wide and sparse road network.Conventional transportation and natural disaster emergency basically rely on highway transportation,and the occurrence of various natural disasters cause road damage and block,which has a great impact on transportation.However,how to optimize the allocation of emergency resources in an orderly and efficient manner is particularly important for the emergency of natural disasters on highways.In this paper,an emergency scope model with the shortest time is proposed for the study on the emergency response characteristics of highway natural disasters in Xinjiang,and the emergency disposal equipment is allocated according to its emergency scope,which provides a theoretical basis for the formulation of emergency disposal plans,daily exercises,equipment scheduling and maintenance support.The work is as follows:1.Xinjiang highway emergency resources distribution and emergency equipment configuration was analyzed.Based on the investigation and discussion of the highway network layout,historical natural disasters and emergency mechanism in xinjiang,and by referring to the materials related to emergency disposal resource allocation,the optimal allocation of highway natural disaster emergency disposal equipment is divided into two aspects: emergency scope optimization modeling and emergency equipment optimization allocation.2.The emergency scope of emergency resource points was studied.First,construct the objective function based on the shortest time to determine the research direction.Secondly,abstract all the emergency resource points and use geometric analysis to determine the constraints.Finally,the greedy algorithm is used to solve the model and establish a flow chart based on the shortest time emergency range.3.The configuration of emergency equipment is analyzed,and the productivity of excavators,loaders,bulldozers and snow removal trucks of different types is calculated.The configuration principle and equipment configuration scheme flow of emergency equipment are established.4.Based on the emergency scope model of the emergency resource points in the shortest time,the emergency scope of all the emergency resource points in xinjiang is constructed,and the emergency equipment in the emergency resource points is allocated according to the distribution of frequent natural disasters,and the daily maintenance plan of equipment is constructed.
