Railway electricity emergency command system(REECS)is now widely used in railway management field. This system uses centralized command and joint action to dispatch relevant emergency service resources, and provides reliable guarantee for emergency repair of railway electricity system and support for smooth operation of railway electricity system. At present,China's decentralized railway emergency treatment system has been set up,but the corresponding REECS is not comprehensive enough. It is rarely set up from the perspective of system emergency command, and each unit remains in a decentralized state. In the actual management and control process, manual mode is still the way to monitor relative data, which cannot meet the application requirements for its low efficiency and high error rate. Therefore,it is of significance, also vital to effectively integrate the existing REECS,based on the existing sensor technology, wired and wireless network technology,to build a centralized and unified emergency management system that can unify resources and coordinate commands. This paper analyzes the actual situation of the current REECS after a full investigation, clarifies the demand, and proposes a set of centralized, unified and coordinated REECS design scheme.Firstly,it analyses the development status of railway emergency system at home and abroad, then discusses the application value and the composition of the system, and then designs the overall REECS.The early warning system, command center and other modules are designed in detail.Besides, the role of data driven technology in the electric power early-warning system is analyzed, especially the application of data driven technology in the turnout and track circuit is simulated, which provides ideas for the following specific deploying work.
