Emergency Disposal Of Sudden Public Security Incidents In Large Railway Passenger Station

Large railway passenger station as the city’s comprehensive transportation hub, set the transportation, travel, shopping, dining and other functions in one. With a large crowd gathered, it is the focus of public safety guard zone. How to construct a set of emergency disposal mechanism suitable for Chinese national conditions of large railway passenger station emergencies of public safety, prevention and control in advance may be public safety emergencies, improve the emergency disposal efficiency, reduce the railway public security emergencies, has become an urgent and important issue.In this paper, combined with Chinese public safety emergency disposal condition of large railway passenger station, using the emergency disposal theory explored the emergency disposal mechanism of Chinese large railway passenger station of emergent public security incident, initially established a set of practical science of emergency disposal mechanism suitable for our country. This paper starts from the emergency of public safety and emergency disposal concepts related theory, in-depth analysis of the large railway passenger station in the design of the structure, passenger flow organization, technical and economic aspects of characteristics, focus on the characteristics of large railway passenger station in sudden public security incidents. Secondly, the Chengdu East Railway Station as an example, this paper based on detailed analysis of emergency preplans of fire explosion and the emergency disposal, from prevention and early warning, emergency preparedness, emergency response, emergency recovery for the problem of existence four stages, determine the overall train of thought of Chinese large railway passenger station public safety emergency disposal and improvement measures. Finally, considering the problems and restricted factors of large railway passenger station emergency disposal of sudden public security incidents, the establishment of emergency disposal system of public security events from the three aspects of emergency disposal principle, mode, measures.
