According to the national plan for development of energy in a mid-long term, there is a great demand to develop strongly constructions of nuclear power plants in the recent future of 20 years。Shandong Nuclear Power Company Ltd.(SDNPC) is owner of Haiyang Nuclear Power Project, in charge of design, building, operation maintenance management of the Haiyang Nuclear Power Project。Haiyang Nuclear Power Project is one of the indigenously developed nuclear projects of 3th generation in China, aiming at the build-up of 6 million kilowatts level energy power generating units。As a Large-scale construction item, there is a vast investment, of which 2 generating units of Phase I account for 44 billion RMB. In order to successful construction and subsequent safe and stable operating, it is essential for safety input, including systematic investment such as manpower and material resources. In a safeguard system, it is possible to results in disorder of safe production system with absence of safeguard measures and operating failure, even occurrence of industrial accidents. Thus, as safeguard measures safety input is meaningful to ensure safe production, and is of great importance to construction of nuclear energy plant concerning its particularity.In this respect, author is trying to study and analysis in-depth, as to summarize how to regulate management of safety input, and in line of requirements setting out in national laws, standards and regulations, with combining experiences and practices from working in Haiyang Nuclear Energy Plant, has built up Safety-related Input Model, with view to optimize management of safety input at the stage of construction, as basis for managing the safety input. Safety-related Input Model mainly includes:preventive cost and expenses for accident compensations in the safety input. According to safety regulations, items from Regulative for direct inputs include expenses for safe production condition, Safe working environment, construction safety measures, labor protection, occupational health, employment injury insurance and safety training on the one hand. Items from Regulative for indirect inputs include expenses for safety management, safety rewards, emergency rescue, emergency management and civil compensation. According to the actual situation, the above-mentioned items will be analysis in details and transformed to actual sub-items including quantity, purposes and other related costs.Through Safety-related Input Model in Haiyang Nuclear Energy Plant, there will be identified and developed standards and basis for all items of safety input on the stage of construction。It is important to develop Overall budget for construction, to elaborate entails of charge at the stage of implementing budget, and to control the overall budget for safety input at the stage of annual planning. In accordance of Safety-related Input Model, it is necessary, in the bidding process for individual projects, to identify Inventory and costs for safety input of each items, specify related items in the contracts, strengthen management and control, and keep the safety input spending in full account and on schedule under strict supervision, in order to improve overall safety management and ensure smooth implement of the construction working.Regulating safety input system in SDNPC, has ensured the cost-efficiency of safety input, brought direct economic benefits, and made safety management to realize scientific management of capital input and use. Building long-term safeguard mechanism is playing a important role in comprehensive constructions of Haiyang Nuclear Energy Plant Project. Establishing Safety-related Input Model and regulating safety input for construction of nuclear energy plant, is of great importance for formulating standards of safety input and implementing standard management and control of safety input in introducing the nuclear technology of 3th generation, and meaningful for future deployment of the nuclear technology of 3th generation at a national level.
