At present, it is a generally accepted fact that nuclear power is theonly confirmed technology which can provide electricity through the wayof basic load, as well as a kind of reliable and clean resource.Nuclear power is a kind of energy that contains great risks and dueto its physical nature,“nuclear safety is the lifeline of nuclear powerplants” have been decided. But the key to the question is how to ensurethe safety of nuclear power plants?Highly reliable equipment and staffs with high level of safety cultureis the core of nuclear power plants.OSHMS(Occupational Safety and Health Management System), whichraised internationally in the late1980s, is a modern and advanced safetymanagement mode with the management features of systematization,routinization, self-discipline and self-perfection. OSHMS elementscontains five parts: policy, planning, implementation and operation,check and correct, management evaluation. PDCA(Plan Do Check Act) DemingCycle is used to insist improving, which bears great resemblance with thesafety management principle and method initiated by IAEA.The main content of the research is considering staff personaloccupational safety management as important and independent system toresearch. People foremost, staff personal safety self-managementplatform which is adaptive to the principle of occupational safety healthmanagement should be set up. The detail contents of enterprise safetyhealth management are combined with staff personal safety self-management platform, and finally it is represented as the form of staff independentmanagement.This paper uses JAVA to design UI(User Interface)and connect to thedatabase MYSQL to build a human-subject occupational safety managementplatform.The innovations of this paper includes:1. with the starting pointof staff, facing individual users, database application system isdeveloped and staff personal occupational safety management platform isestablished.2. Dangerous harmful factors of occupations such as workshop,system, equipment, assignments, stations, etc. and their preventivemeasures inquiry systems are designed, as well as the function of staffself-study and comparison.3. Safety culture evaluation mode which isconvenient for staff is designed to make it easy for individual to takepart in evaluating safety culture, so that the key point which iscontinuously improve the attention of employee to safety culture isensured. At the same time, safety culture level of the plant is improvedby participating the evaluation and studying safety culture knowledge.Designed in this paper, the platform of safety self-management whichtreats individual employee as the main body provides an innovativeconsideration and method for occupational safety and health managementin the enterprises.
