In order to meet the need of expressway operations management and overcome practical problems, special communication network which is based on expressway is built. The expressway electromechanical maintenance information management system which uses GIS and database technology to research and development realizes information of electromechanical maintenance management, provides scientific evidence and technical service to electromechanical maintenance management, improves handling ability of maintenance information, efficiency, coping capacity of emergency, management and service level, uses resources intelligently and reduces expense.This paper mainly deals with the three mains of the expressway electromechanical maintenance information management system. Firstly, it realizes synthesis information management system of GIS and OA integration through combine ArcGIS9. OA and Workflow; secondly, it makes security measurement to form safety guarantee system as a whole, depending on policy of protection at different levels and protection at different areas; and thirdly, it combines spatial data and management data in the database design. The data is divided into spatial database, non-spatial database, relational database and document database which are managed in the same database server according to their different use. The loose coupling principle should be followed between database systems, namely the mandatory constraint relation is not set between subsystems which realize structural design of integration between databases and overcome the problem of multi-scale spatial database fusion in the spatial database design. Finally, it describes the design flow of the expressway electromechanical maintenance management in detail and introduces the running state and the test. The research result provides the expressway maintenance department at all levels to guide.
