The public emergency management is the key topics in recent years in China. Looking from the present research condition, the communication in public emergency management is essential, but few people studying it. Academic research usually focused on sudden natural disasters such as the earthquake, SARS, avian influenza, but few on mine disaster. Because of the high frequency of mining accidents, mine disaster concealed cases are prominent social phenomenon. My paper analysis it by case study. From the communication point of view, all factors that can affect the transmission referred to as " noise ", The primary cause of noise is the pursuit of interests of Stakeholders. From the perspective of local governments, the organizational communication in the public emergencies can be divided into communication within the organization and outside the organization. The paper analysis the Hongyaogou mine disaster in Shanxi which is concealed by local government on the communication within the organization, while outside the organization is based on the Lijiawa mine disaster in Hebei. In the first case, the cause of noise is system pressure and asymmetric information, while the second case is of interest competition among local government-media-public. We must pefect the performance evaluation system and increase penalties of mine disaster to eliminate the noise. At the same time, we have to establish a positive interaction Relations among local government-media-public. Only by eliminating the noise in organizational communication we can achieve effective communication in the public emergency management and improve the capabilities of local government to respond the public emergencies.
