The risk-type characteristics of today’s society are becoming more and more prominent,and public emergencies,which are typical of natural disasters,are damaging and unavoidable,and put strict requirements on the disaster-responsive and disaster-bearing capacity of human society.As the guardian and defender of national public safety,the government undertakes the public function of protecting the safety of people’s lives,and its emergency management level has also become an important indicator to test the government’s governance capacity.The Third Plenary Session of the Eighteenth Central Committee of the Party will set the promotion of the modernization of the national governance system and governance capabilities as the overall goal of comprehensively deepening reforms.This is not only an inevitable requirement for adapting to China’s modernization development process and improving comprehensive affairs management capabilities,but also a new public governance thought An important manifestation of the reform of the national governance model.Since the beginning of the 21st century,the rapid rise of market and social forces has made it an important governance body.Together with the government,it has built a complex and huge network governance structure and formed a multi-cooperative network structure in the field of public affairs management.In this context,the strengthening of emergency management of public emergencies should also introduce the concept of "governance" to encourage multiple actors to participate reasonably and form a close and orderly emergency coordination network.This is not only an urgent need to improve the government’s emergency management capabilities,but also an inevitable requirement for advancing the modernization of the national governance system and governance capabilities.From the perspective of emergency management stage,emergency response is the immediate treatment of public emergencies and is in the management link of the incident.The provisions on emergency response measures in the National Natural Disaster Emergency Rescue Plan show that emergency response is actually a process of multiple coordination and orderly disaster relief.The effective play of inter-organizational collaboration functions can not only reduce the destructive impact of disasters and improve emergency The emergency management capabilities of the incidents can also help guide multiple organizations to participate in disaster management in an orderly manner and form a good social interaction pattern.However,China’s emergency practice shows that the level of inter-organizational collaboration efficiency is affected by a combination of factors,such as external institutional constraints and internal functional limitations.Therefore,focusing on the emergency coordination process of multiple organizations,and then clarifying the key factors that affect the efficiency of organizational collaboration,can we find and solve problems in a targeted manner during the emergency response process.Social network analysis focuses on the complex network formed by actors and their interactions,starting from structure-relation,and measures the network structure and the relationship characteristics of actors in the network through a comprehensive index system,so as to explain the structural significance of the network and the behavioral significance of individuals.Therefore,the emergency response process of natural disasters can be regarded as a collaborative network composed of different emergency organizations and their interactions,which can be interpreted and discussed by means of social network analysis.Based on this,this paper selected shouguang flood as a typical case study,the results found that:first,the government,non-profit organizations,enterprises and institutions are the main participants in the emergency response,and the three types of organizations and their interactive relations together constitute the network form of diverse cooperation.Secondly,there are obvious differences in the positions of different organizations in the network,which show obvious functional differentiation due to different properties.Thirdly,there are obvious differences in emergency coordination due to different contents,which are manifested in the diversification of cooperative subjects,the dualization of material support,and the bureaucratic system of command and decision-making.At the same time,the case study also reflects the following problems in the process of emergency coordination of natural disasters:loose inter-organizational coordination and lack of external constraints;Some organizations are marginalized,and their enthusiasm for disaster relief is not high;Information communication is not smooth,one-way flow is obvious.In this regard,this study puts forward corresponding Suggestions from three aspects:the establishment of the public cooperation mechanism,the activation of the cooperation autonomy of the emergency subject,and the unimpeded information communication mechanism,so as to provide reference for the improvement of the emergency cooperation process of natural disasters.
