Study On Natural Disaster Emergency Management In D City

Natural disasters are a major livelihood issue that restricts economic development and is related to social stability.In a certain sense,the 5,000-year history of the Chinese nation is also a history of fighting against natural disasters.Every year in my country,more than 10 million people suffer wastage due to natural disasters,and the economic damage is as much as 100 billion.Faced with frequent natural disasters,local governments face severe challenges in natural disaster emergency management.Due to the special topography,climate and hydrological conditions of D City,natural disasters occur frequently.In 2020 alone,City D has experienced 7 disasters such as floods,wind and hail,typhoons,rain and snow,and the frequency of disasters is high and the types of disasters are relatively complete.Natural disasters pose a threat to the production and survival safety of the people in D city.As the person in charge of emergency response to natural disasters,if the local government cannot respond in a timely and effective manner,it will damage the credibility of the government and hinder the development of the regional economy.This paper is based on risk society theory,disaster system theory and emergency management theory,and conducts research based on literature research method and case analysis method.Focusing on the analysis of natural disaster emergency management cases in D city in 2020,the good practices of D city in the practice of natural disaster emergency management are summarized:the emergency disaster management institutions are gradually improved,the natural disaster emergency plan has achieved initial development,and interdepartmental interaction in disaster response has been strengthened.And analyze the shortcomings in the process of natural disaster emergency management in D city:the construction of natural disaster emergency plans is insufficient,the lack of disaster relief materials,the backwardness of storage facilities,the lack of talent team and technical equipment guarantee,and the lack of complete disaster prevention awareness of the public.Post-disaster recovery and reconstruction capabilities are weak.Finally,combined with the characteristics of natural disaster emergency management in D city,more feasible suggestions and countermeasures are put forward:first,to build a complete legal system for natural disaster emergency management;second,to improve the guarantee mechanism for natural disaster emergency management;third,to strengthen the construction of emergency management personnel and technical equipment The fourth is to improve the awareness of disaster crisis in the whole society,and the fifth is to improve the natural disaster recovery and reconstruction mechanism.The local government’s natural disaster emergency management has a long way to go.Through the research on natural disaster emergency management in D City,we will point to the area and combine with the work needs of the new era to make the local government’s natural disaster emergency management scientific,standardized and professional,in order to serve the people’s needs.Provide a solid guarantee for the safety of life and property and the long-term stability of the society.
