In April 2007 Shanghai Municipal Government issued the "The Implementation of Safety Training of Migrant Workers in Shanghai", then safety training for migrant workers went into practical projects in 2007 by the Shanghai Municipal Government. In the three years, the project trained a total of more than 150 million migrant workers, which greatly reduced the rate of accidents and casualty, which made significant contributions for economic development and social stability. But the safety training for migrant workers in Shanghai still has many problems, for example, a lack of continuity in policy, inadequate supply of manpower, shortage in the supervision. The existence of these institutional problems compromised the effect of safety training.After studying the practice of the safety training project in Shanghai, the research shows that the result of the above situation is caused by a serious shortage of the system supply; in the operation of the project, there are institutional changes, including mandatory system changes and induced institutional changes existing simultaneously. System shortage will affect the direction and path dependence of institutional changes. Based on institutional change theory, I believe that the safety training project for migrant workers should promote the formation of safety training. And we must satisfy the system requirements, guide the direction of institutional changes, and thus form good path dependence into a virtuous circle. Based on this, this paper describes in detail system shortage and institutional changes, and make analysis of path dependence on the regularity of features, finally based on which, this paper issued strategies to improve the system.This paper, comprising five chapters, analyzes and solves institutional problems to make up for lack of further institutional change. First of all, the first chapter, "Introduction," described the value of research methods and ideas, the main thesis of the study etc., and then chapter 2 describes achievements and lessons in detail safety training of migrant workers in Shanghai. Chapter 3 interprets the shortage of institution by using information provided by the second chapter. The system shortages and the relationship between institutional changes have also been involved. Chapter 4 presents a series system building ideas; chapter 5 is a summary and prospect of the research of this article.
