With the rapid development of China’s economy,environmental pollution is becoming much more and more serious,and water pollution,haze and other pollution phenomena appear frequently.In order to improve the worsening environmental quality,we must adhere to the road of ecological civilization combined with green production and green management and carry out environmental regulations such as command control type 、 economics market type and so on.The increase of environmental regulation intensity affects the production cost,capital labor factor input ratio and production scale of enterprise,so as to have an impact on social employment to a certain extent.Since the household contract responsibility system implementation,the increase of agricultural productivity in China has liberated a large number of rural surplus labor.The employment demand generated by the development of the second and third industry in cities has promoted the employment of rural surplus labor in non-agricultural sectors,especially in the manufacturing,construction and extractive industries.However,a lot of energy consumption and the underdeveloped pollution treatment technology in these industries are important reasons for the deterioration of environmental quality and is more vulnerable to environmental regulation.Therefore,these industries are more vulnerable to environmental regulation.To promote migrant workers’ Non-agricultural Employment Transfer and speed up the citizenization of migrant workers is an important driving force to achieve economic growth under the new normal economic environment.whereas,will the implementation of environmental regulation impact upon the employment of migrant workers? Therefore,this paper studies the impact of environmental regulation on the employment of migrant workers under the background of new normal economic environment,looking forward to providing reasonable policy recommendations for the win-win development of China’s environmental regulation and migrant workers’ employment.From the perspectives of the environmental regulation institutions,environmental regulation tools and environmental regulation evolution,this paper analysis of the current situation of China’s environmental regulation firstly,then sorts out the development of China’s migrant workers employment after the reform and opening up,and finally summarizes the status and characteristics of China’s migrant workers employment.The next part is theoretical analysis.This paper views pollution emissions as a production factor,which is considered into the partial equilibrium model of production,investigating the effects of enterprises’ adjustment of production behavior and labor demand caused by the rising prices of essential factors which is affected by environmental regulation,analyzing the impact of environmental regulation on the migrant workers employment from mathematics.According to follow the cost,environmental race,the Potter hypothesis and the hypothesis of "pollution heaven hypothesis",this paper analyzes that environmental regulation will not only have a direct impact on the migrant workers employment,but also indirectly influence the migrant workers employment through industrial structure,FDI and technology innovation.On this basis,this paper establishes a mediating effect model and make use of the panel data of 30 provinces(autonomous regions and municipalities directly under the central government)between 2004 and 2015 in China for empirical analysis.The study finds that:(1)It is U type nonlinear relationship that exists between environmental regulation and migrant workers employment.With the gradual increase of environmental regulation intensity,the employment of migrant workers decreases firstly and then increases.(2)Environmental regulation promotes the employment of migrant workers indirectly through forcing the upgrading of the industrial structure.(3)Environmental regulation weakens the employment of migrant workers indirectly through reducing the inflow of FDI.(4)Environmental regulation restricts the employment of migrant workers indirectly by stimulating technological innovation.Combined with the conclusions of this study,the following policy recommendations are put forward: increasing the intensity of environmental regulation to push the upgrading of industrial structure;improving the introduction structure of FDI;making joint development of production technology innovation and pollution control technology innovation.
