| Recent years, highly frequent industrial accidents and serious occupation endangers do tremendous harm to the country, enterprises and individuals. How to make reasonable safety input distribution decision and realize optimize scheme of safety input is a problem must be dealt with immediately by the enterprises. This paper is to study the measure for distributing safety input reasonably.Firstly, this paper summarizes the development of relative study in this field at home and abroad. It studies the meaning, characteristic, source, sort, particularity of benefit, establishment of gross, establishment of the best spot and dynamic analysis, and depreciation of safety capital asserts of safety input, and so on. It puts forward the sort of safety input based on the study purpose of this paper. Then, this paper analyzes the actuality of safety input, especially stands out the actuality of unreasonable distribution problem in safety input. Secondly, this paper analyzes and evaluates the risks of the enterprises in order to provide the scientific basis for reasonable distribution of safety input. This paper uses qualitative risk evaluation method, through establishing risk evaluation matrix, classifies the risks and establishes risk accept rule. Meanwhile through interrelated knowledge of controllability, it makes the controllability classifications of risks of the enterprises.Afterwards, with the preceding work, in the case of known safety input gross of enterprises, this paper analyzes the greatest possible safety input to each item accurately, establishes the priority order of safety input, then distributes safety input reasonably.In the end, the safety input distribution measure which is put forward in this paper is used in a chemical enterprise, according to the existing and relatively mature safety input distribution measures and models, verifies the scientific and rationality of the measure which is put forward in this paper. |
